House Speaker Mike Johnson is standing firm on his approach to pass comprehensive legislation that combines tax cuts with border and military funding, despite the Senate Republicans’ recent $340 billion budget proposal.
During his appearance on Fox News Sunday, Johnson emphasized his commitment to a consolidated bill strategy, acknowledging that building Republican consensus will require time given their narrow House majority. He expressed confidence in finding ways to offset costs for extending the 2017 tax cuts and implementing other measures, including the proposed tax exemption for tip income.

“Well, I talk with the president and his team about this almost constantly, reminding them that we will get the job done, but it has to be the one big bill strategy,” Johnson said. “And the reason for that is because that gives us the highest probability of success of delivering on all these campaign promises.”
When questioned by host Shannon Bream about convincing the president to favor this approach over the Senate Republicans’ two-bill proposition, Johnson reiterated his position, stating, “I talked with the president and his team about this almost constantly, reminding them that we will get the job done but it has to be the one big bill strategy. The reason for that is it gives the highest probability of success of delivering on all these campaign promises. We will get it done. The president knows that.”
Addressing Senator Lindsey Graham’s call for swift action on immigration and border security funding, Johnson maintained his comprehensive approach while acknowledging Graham’s perspective. “Lindsey’s a good friend. I have great respect for him as well and I understand what they’re engaging in,” Johnson said. “President Trump got a mandate to deliver that America First agenda. He’s working at breakneck pace … and we are going to do it with legislation.”
Johnson concluded by highlighting the complexity of their legislative goals, stating, “So, it’s a very complicated and complex set of things that we are delivering. Of course we are going to secure the border. We’re going to make sure that American communities are safe. We’re going to get American energy dominance going again and the economy and restore common sense. But to do all that in one big bill takes little bit of time.”
